I made a big mistake when charging the battery on my Wheelhorse 416-8 Onan engine.

I had the charger set on 24 volt. now the engine runs rough,skips and backfires

Something in the ignition must have got fired?

You can download an Onan service manual from Toro
https://lookup3.toro.com/request/request.cfm
1989 use 31-16O801 for a model number and the word none for a serial number. The O is the letter O for Onan. 0=zero
1990 use 31-16O802 for a model number and the word none for a serial number.(The operator manual 810514R1 is wrong for this tractor. We do have the correct one if needed)
1991 use 31-16O803 for a model number and use 1012345 for a serial number.
1992 use 31-16O804 for a model number and use 2012345 for a serial number.
1993 use 73420 or 73440 for a model number and use 3912345 for a serial number.
1994 use 73420 or 73440 for a model number and use 4912345 for a serial number.
There are more models and years. Let us know if you need them. They are a little confusing.

The Onan manual will describe the procedure for testing the ignition components. I can't even guess what 24 volts would do to it.
